Spinning wheel hangs

I'm finding that the spinning wheel hangs at the checkout screen even after all other elements on the page have loaded, and cannot proceed further.

This happens randomly, so it's difficult to pinpoint the exact cause. Sometimes I can refresh a few times and the spinning wheel disappears. Other times it doesn't matter how many times I refresh, the spinning wheel remains. The same issue occurs randomly in incognito mode and after clearing cache and cookies.

Is it necessary to have the spinning wheel at the checkout? Can it be removed without causing any further problems?
