Home Page Template Drag and Drop content WYSIWYG not working on Sample Home pages

Hi

Im trying to edit the Home-PageV2 Page drag and drop in Content block and it will not let me. it shows

the HTML and allows HTML editing.  This is happening to all the standard Home Page samples

If i create a new page, it WILL allow me to drag and drop elements.. Am I missing something?
