OWL Carousel not showing - persistently loading

I have followed the install instructions in the documentation and the post by Welt to debug any sliders or carousels not showing but nothing has helped.
I have set up both a carousel and a 'new' product slider.
All sliders are enabled and dates are from July 1st 2018 - July 1st 2118.
I have set one product as new from July 1st 2018 - Dec 1st 2018.
Neither are loading properly. Both blocks pull through to the page but both have a persistent loading symbol.
The slider is being pulled in via a phtml template file, the carousel is being pulled in via a widget in the home page content block.
Any ideas what could be stopping these from showing?

It is possible that you have a JS error in your console preventing the carousel from fully loading. Try checking console log for additional error logs.
- We confirm this is working on a clean magneto without 3rd party extensions/theme.
- You can try disabling 3rd party extensions to identify the one causing the conflict.
