Button colors are not changeing

I am expecting my primary buttons, "Add to Cart" etc to be black in line with the settings in "Frontend Options" "Primary Buttons (Call to Action)" section but it is not taking effect. I have regenerated the LESS/CSS and regular cache. 

does anyone know how to force it to take effect?

  I found out what it was. I had merged and minified the javascript and css. once I undone that. it picked up the right colours
